The HCPTC Is A Independent Special District Created By A Special Law

The HCPTC's jurisdiction is limited to Hillsborough County Under Law.

To enter Tampa for the sole purpose of loading passengers bound for counties outside of Hillsborough, Motor Carriers Must obtain a "Certficate of Public Convenience & Necessity" (COPCN) from the HCPTC.

What is a COPCN?

It is the Commissioners of Hillsborough dictating to residents of Citrus, Hernando, Pasco, Pinellas, Sarasota, Manatee & so on what type of nonpublic transportation they need & how much they must pay for it in their interstate journeys.

And if the Commissioners so desire, what specific motor carrier the residents of other counties must utilize.
