An opinion issued by Perez on 23 January 2008 on 2001-299 Laws of Florida authorization for the Director of the HCPTC to issue, for good cause, temporary vehicle permits to current certificate holders who may have a need to place additional vehicles into service can best be described as an opinion issued by someone wasted on some kind of illicit drugs.

 Simply Put, Perez's opinion basically reads that it is perfectly legal for certificate holder Bubba to arrange with non-certificate holder IAMADRUGGIE LIMO to work in Hillsborough County by submitting to the HCPTC Director some bullshit request to slap temporary vehicle permits on IAMADRUGGIE's vehicles.

Unfortunately this incompetent civil servant failed to read the very next page of the law which states that "Any IAMADRUGGIE LIMO COMPANY desiring to engage in the business of operating any public vehicle in the county must first acquire a certificate from the commission"

We will soon have the pleasure of reading Perez's bullshit interpretation of law when it is repeated to a federal judge. If he's lucky, the federal judge will be stoned also.
