State Law regulating the operation of limousines & taxicabs in Hillsborough County are specific. Be licensed or be charged with a misdemeanor. The HCPTC, bound by statute to enact rules which mirror the law, has enacted rules which contravene its' statutory mandate. A challenge to these rules will be filed with the Florida Division of Administrative Hearings
Pinellas County Based Julie's Limousine Seeks To Restrict New Market Entry Of Limousines In Tampa
Julie's limousine owned & operated by National Limousine Association Board Director Julie Herring was represented at the 13 Feb 2008 HCPTC meeting by her GM Rocky Shirey. In a move to stop the new market entry of limousine companies applying for licensing, Pinellas based Julie's Limousine lobbied against the approval of 5 applications which included applications filed by residents of Hillsborough County seeking authority to operate a business within the county.
In a move to confuse the already clueless Hillsborough Commissioners, Shirey cited numbers of 639 taxicab permits to 829 limousine permits issued by the Commission. Omitted is the fact that the taxicab permits are exclusively for Hillsborough County while the Limousine permits are spread out over a 10 county area.

FITA Sets Out To Educate The Tampa Independent Business Alliance
Recognizing that a law that criminalizes limousine and small bus motor carriers traversing the roadways of Tampa unless licensed by the HCPTC even if the motor carrier is strictly providing intercounty transportation is bad business, FITA has set into educating the Tampa business community of this anti-commerce law.
In a response from TIBA President & Board Member of Tampa Bay and Company (formerly the Convention & Visitor's Bureau), Mary Ann Ferenc thanked FITA for the information sent & advised she will be passing it on to all members.
Business people recognize the importance of intercounty motor carriers impact on their business profits and the negative effect that restricted movements can have on the tourist and convention trades.
Limousine Operator Moshe Leib Of TBLimo Seeks To Invalidate Tampa Limousine Regulator's Rule

Despite a State enacted law that requires taxicabs, limousines and small buses to be licensed by the Hillsborough County Public Transportation Commission, the commission has enacted rules that allows in a variety of scenarios for unlicensed motor carriers to operate on the roadways of Hillsborough County.
This has created an unequal and unfair advantage between motor carriers who are straddled with the economic regulatory imposed by the HCPTC & those not subject to the same regulation.
Whereas the HCPTC is charged under a mandate to enact rules that conform with chapter 120 F.S. & any rule that enlarges, modifies or contravenes the law being implemented is deemed an invalid exercise of delegated authority, a petition has been filed and accepted by the Florida Division of Administrative Hearings (DOAH).
The petition is asking the DOAH to review the law & the rules of the HCPTC & make a determination of if the rules contravenes the law being implemented & if so, declare the rule invalid.
A hearing date for 18 March 2008 has been scheduled.
2009 Super Bowl Report
The NFL Is Not Happy That Out-Of-State Limousine Drivers Cannot Take Money Out Of The Pockets Of Florida Businesses
During the March public meeting of the HCPTC Victor DiMaio, HCPTC Lobbyist, reported to the Commissioners That Greg Cox who is now employed by the Tampa Super Bowl Hosting Committee went directly to his buddy Representative Rich Glorioso in an attempt to have the current bill now filed amended to include allowing out-of-state licensed limousine drivers into Tampa for the 2009 Super Bowl.
Cox, had no problem during his HCPTC tenure of having his Stormtroopers throw the small business person into jail for picking someone up at the airport while cutting deals that allowed 100's of unlicensed taxicabs and limousines into Tampa under marching orders given by the NFL.
Now that the NFL is up in arms due to FITA'S demand that the law be enforced equally & that the transportation dollars for the Super Bowl stay in Florida & in the pockets of Florida Taxpayers who are helping foot the Super Bowl Hosting bill & not outsourced to companies based in other states who do not contribute to the economy, Cox is back to his wheeling & dealing ways while stepping on toes of the HCPTC's Lobbyist & trying to screw Florida businesses.
Once again, FITA calls upon officials to launch a criminal investigation into the Super Bowl Bidding process to uncover promises made to the NFL which violates the mandates given under State Law!
In the meantime, we will be watching for any under-handed moves to amend the law & if such is attempted, an assault on Tallahassee will be launched.

Limo Julie Has Died

45 year old Julie Herring of Julies Limousine In Clearwater Died on 16 May 2008. It had been reported that Herring was battling lung cancer.
A Director of the National Limousine Association, there are unsubstantiated claims made that she worked hard to improve the image and rights of the limousine industry.
With rare appearances before the HCPTC monthly board meetings, her death comes soon after her GM appeared before the HCPTC regulatory board to block applicants for new market entry which resulted in reported threatening phone calls to her company in addition to individuals denied licensing having to obtain attorneys to reverse the denials.

The FITA charges such a move will violate the provisions of ch2001-299 Laws of Florida which only allows the PTC to charge fees to substain the operations of this agency & not as a means of market entry control.
Florida Limousine Regulators Prohibit Transportation Services From Utilizing Energy Efficient Vehicles
As Limousine Companies in many parts of this nation are offering up eco-friendly vehicles to their customers who are more concerned about the world's ecology and the energy crisis than arriving at the airport in a big, luxury vehicle, local limousine regulators in Florida have prohibited privately owned & operated limo services from utilizing energy efficient vehicles.
In fact the arrogance of these regulators is such that Tampa's limousine regulatory board ignored an inquiry by State Representative Kriseman concerning their denial of a limousine service using a hybrid to provide airport transfers.
Non-public transportation is the primary providers of transportation to airports and cruise ship terminals for travelers residing in locales outside of the metro areas holding these regional transportation facilities & it is not uncommon for a vehicle to traverse over 300 miles a day runnning back and forth between their communities and the transportation hubs.
Multiply this mileage by several thousand vehicles running 24/7/ 365 with fuel waste of up to 20 miles per gallon or 20 gallons per day per vehicle providing intercounty airport transfers, Florida transportation regulators are failing to set the example & contribute heavily to the energy crisis this nation faces.
This is in addition to the added costs imposed on those Florida Residents most in need of efficient, moderate priced nonpublic transportation to and from the transportation hubs.
Charlie Crist's failure to reign in these obnoxious local regulators makes any stance on energy efficiency in Florida a total sham.
Tampa's Corrupt Limousine Regulator Could Care Less If A Convicted Rapist Is Transporting Prom Kids
Pursuant to rule 1.18, as long as the initial pickup of passengers is outside of the county, The Hillsborough County Public Transportation Commission could care less if the limousine or taxicab roaming Tampa Streets is driven by a convicted rapist, multiple DWI offender or even a terrorist. The HCPTC is more concerned with busting limo operators with similar licensing from other municipalities & Florida State Licensed Sellers of Travel loading their chartered passengers at the airport or cruise port for the return ride to home county.

Limousine & Chauffeured Transportation (LCT) Magazine Attempts To Destroy Florida Limousine Service's Business
LimoLicious a Blog of LCT Magazine published by the NLA Management Entity, Bobit Business Media and a leading influential limousine industry publication called for a boycott of a Spring Hill Florida based limousine company.
In Reaction to a few individuals who posted uncomplimentary business/pay related remarks about a recently departed Board Member of the National Limousine Association on the LCT Blog, the Editors at LCT who labled these remarks as vile, decided to envoke a retalitory strike by calling for a boycott of these individuals, urging the refusal to do business with and canceling of affiliate relations with this limousine service referred to by the Editor as a "cowardly loser".
