The State Law that is the HCPTC's sole lifeblood defines a limousine as "any vehicle" without a taximeter and designed to transport 15 passengers or less
This "lifeblood" law also mandates the HCPTC to enact RULES pursuant to the Florida Administrative Procedures Act Ch 120 F.S.
Ch 120 defines "invalid exercise of delegated authority" any agency rule that expands or modifies the legislation

Under what authority did the HCPTC act under when expanding the "any vehicle" definition of law to limiting limousines to "high end luxury vehicles" in its' RULE making process?
